The First Part of The Third Training Session of China-AALCO Exchange and Research Program on International Law Successfully Concluded

  The third training session of China-AALCO Exchange and Research Program on International successfully concluded the first part of its training on September 19, 2017. Mr. Ma Xinmin, Deputy Director-General of the Department of Treaty and Law of the Ministry of Foreign Affairs of China attended the closing ceremony and delivered a keynote speech.

  Mr. Ma congratulated the participants on the successful completion of the first part of this training session, which was held in Beijing, and expressed his gratitude to Wuhan University for hosting the Beijing part of the training. Mr. Ma pointed out that this training session embodied the integration of practice and theory of international law, as it helped the participants achieve the parallel improvement and mutual reinforcement of the theory and practice of international law. This training session also strengthened the friendship of the participants, and provided an opportunity for them to learn more about the ideas and perspectives of each other. Mr. Ma pledged that China would continue to work with all parties to contribute to promoting international law exchanges and cooperation among Asian and African States.

  Mr. Ahmed Abdulmunem Ahmed from Iraq, and Ms. Stella Orina from Kenya gave their speeches on behalf of Asian and African participants respectively. Both stressed the significance of China-AALCO Exchange and Research Program on International Law in promoting solidarity among Asian and African States, and thanked the government of China for organizing this training session. They also renewed their commitments to promoting exchanges and cooperation in international law among Asian and African States in the future.

   

  China-AALCO Exchange and Research Program on International law was set up pursuant to the announcement of China's President Xi Jinping and Premier Li Keqiang in 2015. It aims to carry forward the spirit of the Bandung Conference, and promote the exchange and cooperation in the field of international law among Asian and African States. The three-week long training session of this year is separated into two parts, one part held in Beijing, and the other in Hong Kong. 50 legal officers from 35 AALCO Member States, Laos (non-member of AALCO), the AALCO Secretariat, and the Secretariat of the African Union joined this training session.

  The first part of the training session was hosted by Wuhan University from 4 to 19 this September in Beijing. Professor Kennedy Gastorn, the Secretary-General of the Asia-African Legal Consultative Organization, and a number of eminent international law academics and practitioners from such organizations and institutions as the UN International Law Commission, Institut de Droit International, Appellate Body of the WTO Dispute Settlement Mechanism taught in this training session. The courses covered a number of frontier and hot topics, including global governance, protection of the atmosphere, cyber crime, international dispute settlement, customary international law and peremptory norms, international law and world order. In addition, this training session offered lectures, seminars and symposiums on China's international law theories and practices, including the idea of building a community of shared future for mankind, and the legal safeguards for the Belt and Road Initiative.

  The second part of the training session will be hosted by Asian Academy of International Law from 20 to 24 this September in Hong Kong. Mme. Elsie Leung, Deputy Director of HKSAR Basic Law Committee of the Standing Committee of National People's Congress, and other leading legal professionals from Hong Kong will offer lectures and discussions on "one country, two systems" and a number of other relevant legal issues. The participants will also participate in a seminar on partnering in Asia and Africa in major infrastructure projects. In addition, the participants will visit various bodies in Hong Kong, including the Office of the Commissioner of the Ministry of Foreign Affairs of China in Hong Kong SAR, and the Department of Justice of the Hong Kong SAR Government.
